The meeting was called to order by President Mitchell Wilber at 6.30 p.m.

 

          Superintendent Robert Young led all present in the salute to the flag.

 

Moved by Mr. Amberg, seconded by Mr. Scherer that the Board go into executive session at 6:31 p.m. to discuss the medical, financial, credit or employment history of a particular person, or matters leading to the appointment, employment, promotion, demotion, discipline, suspension, dismissal, or removal of a particular person.

 

               President Wilber declared the Board out of executive session at 7:40 p.m.

 

          President Wilber asked if anyone from the audience wished to address the Board at this time.  No one came forward and the public participation was closed at 7:41 p.m.

 

          The Olweus Bullying Prevention Program was presented by Philip Johnson, GHS Teacher; Lindsay Lazenby and Emily Mc Carter, GMS Teachers. This internationally recognized anti-bullying program is being piloted at the middle school to reduce and prevent bullying and improve peer relations.  Components of this program include creating a safe and orderly environment; collaborative effort to set a standard with rules, consequences and training.

 

Moved by Mr. Scherer, seconded by Mr. Amberg that the following policy recommendations be approved:

          Moved by Dr. Tepfer, seconded by Mr. Weiskittel that the minutes of the Annual Organizational Meeting held on July 9, 2007 and revised to show motion for the appointment of Mitchell Wilber as President of the Board and Stanton Tepfer as Vice President of the Board; the Regular Meeting held on July 9, 2007; the Special Meeting held on July 12, 2007; and the Special Meeting help on July 27, 2007 be approved.

Moved by Dr. Tepfer, seconded by Mr. Weiskittel that the contract between Geneva City School District and Ann Goldfarb, to provide staff development services from August 16, 2007 through December 31, 2007, at a cost of $175 per day, not to exceed $5,250.00, grant funded, be approved.

 

Authorization for the District to participate in all BOCES Cooperative bids for the 2007-2008 school year be approved.

 

That the execution of  contract for Health and Wellness services with Bloomfield Central School District, Romulus Central School District and Waterloo Central School District for children residing in above school district and attending nonpublic school in the Geneva City School District beginning July 1, 2006 and ending June 30, 2007 be approved.

 

That the contract between Geneva City School District and Dan Howard, Behavioral Specialist, effective September 1, 2007 through August 31, 2008, at a rate of $1,250.00 per Functional Behavior Assessment, not to exceed $15,000.00, grant funded, be approved.

 

That the contract between Geneva City School District and Ethan Powell, Videographer/Editor, for the We Shine Program, effective July 9, 2007 through July 19, 2007, at a rate of $25.00 per hour, not to exceed $500, grant funded, be approved.

 

That the contract between Geneva City School District and Sharon Powell, Care-Actor, for the We Shine Program, effective July 9, 2007 through July 20, 2007, at a rate of $25.00 per hour, not to exceed $1,000, grant funded, be approved.

 

That the contract agreement between Geneva City School District and Wim Baars, Consultant, to provide Psychological Evaluations for students in Geneva City School District from September 5, 2007 through June 30, 2008, at a cost of $375 per session and translation summary 10 cents per word, not to exceed $7,000, grant funded, be approved.

 

That the contract agreement between Geneva City  School District and  Susan Cochrane, Speech Therapist, to provide Stuttering Treatment for students in  Geneva City School District from July 1, 2007 through June 30, 2008, at a cost of $200 weekly, not to exceed $6,000, grant funded, be approved.

 

          That the contract agreement between Geneva City School District and Stephan Coleman, Psychologist, to provide Psychological Consult for students in Geneva City School District from September 5, 2007 through         June 30, 2008, at a cost of $100 per hour, not to exceed $500, grand funded, be approved.

 

That the contract agreement between Geneva City School District and High Peaks Rehabilitation & Development Center, Speech Therapy Service, to provide Speech Services for students in Geneva City School District from September 5, 2007 through June 30, 2008, at a cost of $50 per session, not to exceed $12,000, grant funded, be approved.

 

That the contract agreement between Geneva City School District and Lynda John, Teacher, to collect Focus Review Data for students in Geneva City School District from July 1, 2007 through June 30, 2008, at a cost of $25 per hour, not to exceed $8,000, grant funded, be approved.

 

That the contract agreement between Geneva City School District and Mandel Therapy Group, Physical  Therapy, to provide Physical Therapy Service for students in Geneva City School District from September 5, 2007 through June 30, 2008, at a cost $92.19 per session, not to exceed $8,000, grant funded, be approved.

 

That the contract agreement between Geneva City School District and Jay Phillips, Vision Teacher, to provide Vision Service for students in Geneva City School District from September 5, 2007 through June 30, 2008, at a cost of $85 per hour, not to exceed $1,900, grant funded, be approved.

 

That the Contract agreement between Geneva City   School District and Christine Toner, Speech Pathologist, to provide Speech Service for students in Geneva City School District from July 1, 2007 through June 30, 2008, at a cost of $75 per session, not to exceed $30,000, grant funded, be approved.           

 

That the application for correction of school tax error Robert J. and Jane Lawty, 446 Armstrong Road, tax map parcel number 147.00-1-36.400, due to a mistake in data entry error, refund of $664.34, be approved.

 

That the contract agreement between the Geneva City School District and Nels Cremean, Entertainer, to provide In-Just Defying Gravity for students in Geneva City School District on August 9, 2007, at a cost of $600 per session, not to exceed $600, grant funded, be approved.

 

That the Universal PreKindergarten application to serve 78 children for a total of $300,840, for the 2007-2008 school year be approved.

 

That the Provision of Universal Prekindergarten Program between Geneva City School District and Geneva Head Start Program from September 17, 2007 through June 24, 2008, to provide a Universal Prekindergarten Program for 17 children in the afternoons who reside in the Geneva City School District be approved.

 

That the GMS General Organization Monthly Statement of Extracurricular Funds for May and June be accepted.

 

          That the GHS General Organization Monthly Statement of Extracurricular Funds for June be accepted.

 

That the budget transfers in excess of $10,000 be approved.

 

That the budget transfers authorized by Superintendent according to Policy 5330 be acknowledged.

 

That the creation Geneva High School Science Club, with a funding cost of $150.00 for the 2007-2008 school year. The advisor position will be an unpaid position be approved.

Moved by Dr. Tepfer, seconded by Mr. Weiskittel that the employment contract renewal for Robert C. Young, Jr., Ph.D., Superintendent of schools, dated July 1, 2007 through June 30, 2012, at an annual salary of $147,252 for the 2007-2008 school year be approved.

 

That the following instructional staff resignations be approved:

     School, effective August 10, 2007, due to accepting a

     position elsewhere.

That the Board of Education accept, with genuine regret, the retirement request of:

1.     Jennifer Reid, Teaching Assistant, Geneva Middle School, effective August 31, 2007, after 12 years of service.

The Board and Administrators extend to Jennifer Reid their deep appreciation for the years of faithful service rendered to this District and their best wishes for good health and happiness throughout her retirement years. The Board offers the following resolution:

WHEREAS, Jennifer Reid has served the children of the Geneva City School District with distinction for many years, and WHEREAS, throughout the years she has consistently discharged her duties in an outstanding and highly professional manner, giving unselfishly of her time and effort,

NOW, THEREFORE, BE IT RESOLVED, that the Board of Education of the Geneva City School District, County of Ontario, State of New York, accepts with deep regret the retirement request of Jennifer Reid and records in the minutes of this meeting this expression of the Board’s deep appreciation of her devoted service, as well as its sensitivity to the loss from the staff of this trusted and valued employee, BE IT FURTHER RESOLVED, that the Clerk of the Board be and hereby is instructed to transmit to Jennifer Reid a copy of this expression of the Board’s gratitude.

Andrea Cook, Account Clerk Typist, District Central Services Facility, Maintenance Department, 7.50 hours per day, 12 months, with a probationary period effective July 16, 2007 through July 15 2008, at salary Line M1, Step 1 of the CSEA contract, replacing LeeAnn Weigand who has accepted another position in the district.

2. Amy Willower, Registered Professional Nurse, St. Francis, St Stevens, 3.50, 10 months, with a probationary period effective August 20, 2007 through August 19, 2008, at salary Line T1, Step 1 of the CSEA contract, replacing Beryl Teague who has retired.
